Dictionary meaning of Convocation: a group of people gathered in answer to a summons.

Before you can be Exalted as a Royal Arch Mason you must first be Initiated as an Entered Apprentice, Passed as a Fellow Craft, Raised as a Master Mason, Advanced as a Mark Master Mason, and Received and Acknowledged as an Excellent Master.
